COMMUNITY INTELLIGENCE PLATFORM

TRUESync

TRUESync is TBW’s planned Community Intelligence Platform: a connected digital backbone designed to bring community engagement, data-informed insight, and coordinated opportunities together, while helping TBW and partners measure follow-through.
THE PLATFORM

Three capabilities. One connected platform.

  1. TRUEConnect

    Engage + consent

Residents share priorities, complete onboarding and consent, respond to surveys, and receive communications and updates, with room for ongoing check-ins.

  2. TRUEAnalyze

    Understand + measure

Analyze appropriately permitted community and public or partner information to identify barriers and patterns, supporting AI-assisted Community Intelligence, measurement, and reporting under clear access, aggregation, and decision governance.

  3. TRUEBridge

    Connect + follow through

Coordinate resource and opportunity matching, qualified partner referral workflows, and follow-ups, tracking participation and unresolved barriers. TBW coordinates; qualified partners deliver services.

Verified follow-through returns as learning to resident engagement in TRUEConnect.

Complementary, not duplicative.

Each capability does one job, and together they form a closed loop: engagement informs insight, insight guides action, and verified follow-through returns as learning. Data, permissions, validation, and human partner coordination are the support layers beneath all three. The technology is designed to strengthen resident relationships, not replace human trust.

PEOPLE INFORM THE PATHWAY

Intelligence begins with lived experience.

Community Intelligence brings together consented lived experience and resident-defined priorities, service feedback, and verified opportunity evidence. Together, they inform decisions, follow-through, and report-back.

Defined participation may be compensated where authorized. This does not mean all feedback is paid.

TRUESync’s design supports human coordination. It connects listening with coordinated action, follow-through, and learning returned to residents.

The planned eight-step operating cycle

  1. 01

    Enroll

    TRUEConnect
  2. 02

    Consent

    TRUEConnect
  3. 03

    Survey

    TRUEConnect
  4. 04

    Refer / Match

    TRUEBridge
  5. 05

    Track

    TRUEBridge + TRUEAnalyze
  6. 06

    Follow up

    TRUEConnect + TRUEBridge
  7. 07

    Measure

    TRUEAnalyze
  8. 08

    Report

    TRUEAnalyze

Return. Correct. Respond.

Residents should be able to see what was heard, what action followed, and what remains unresolved, then question interpretations, correct information, and reshape priorities. Learning returns to the community, not only to institutions.

MEASUREMENT

What TRUESync is designed to measure.

Seven levels of learning, from first contact to lasting change. The later levels emerge over time and require longitudinal information, verification, and appropriate independent evaluation; they are not Day 1 results.

  1. 01Reach
  2. 02Understanding
  3. 03Connection
  4. 04Participation
  5. 05Barrier Reduction
  6. 06Outcomes
  7. 07Systems Change

Levels 05 to 07 are longitudinal and require verification over time.

TWO DISTINCT LANES

Separate choices for services and research.

Service operations & continuous improvement

Support and follow-through

Consent-aware coordination, appropriate handoffs, service feedback, and learning to improve delivery. Basic eligible services must not depend on joining research or producing a desired study result.

Separately governed research & evaluation

A separate decision

Distinct protocols, qualified investigators, separate research consent, and applicable independent ethics review. Residents may decline research.

TRUST & PERMISSIONS

Requirements before launch.

Resident choice, minimum necessary information, role-limited access, and retention, security, and accessibility controls are design requirements to validate before launch.

Clear permissions and accountable information use must be established before the platform launches.

Funders receive safeguarded aggregate learning, not privileged resident-level data or automatic commercial rights.

CLEAR RESPONSIBILITIES

Shared learning. Accountable roles.

TBW

Accountable for coordination and responsible stewardship.

Qualified partners

Responsible for agreed services within their scope and available capacity.

Residents

Define priorities, exercise choice, and offer feedback or corrections.

Research oversight

Separate qualified oversight and applicable independent ethics review when research is involved.

A Phase 1 demonstration has been developed. The secure production workflows, longitudinal tracking, and required independent security and ethics reviews remain subject to validation before launch.

Listen with purpose. Return with care.
