TBW TRUST INFRASTRUCTURE FRAMEWORK™

A connected pathway from trust to resident benefit.

Trust Infrastructure is a people-centered operating model: relationships, coordination, commitments, and learning that help opportunity reach residents.
WHY TRUST INFRASTRUCTURE MATTERS

Support should reach the household.

Urgent assistance matters. Yet eligibility rules, paperwork, limited hours, transportation, waitlists, and fragmented handoffs can prevent support from reaching the people who need it.

The safety net is the connected health, benefits, housing, food, transportation, childcare, and other supports that protect basic needs and household security.

TBW expands and reinforces the community’s existing safety net through coordination. We complement specialized partners, not replace them.

Trust grows through respectful listening, resident choice, clear responsibility, and visible follow-through: verifying that support was received and acting on unmet needs.

HOW THE MODEL CONNECTS

Begin with people. Return to what changes.

Measurable Change

Resident priorities
Trusted relationships
Coordinated access
Clear commitments
Verified benefits
Continuous learning

Learning feeds back into resident priorities. This is an ongoing relationship, not a one-way referral or just a software platform.

FOUR FOUNDATIONAL STEPS

A discipline of follow-through.

01

Build Trust

Listen first. Build relationships rooted in respect, resident choice, and shared priorities. Define priorities with residents, not for them.

02

Connect Access

Connect people to coordinated resources, relationships, and opportunity pathways. Identify barriers and align qualified partners around practical next steps.

03

Follow Through

Make commitments clear. Coordinate partner responsibilities and document delivery. Track responsibilities, milestones, and where pathways break down.

04

Measure + Sustain

Learn from resident experience, verify benefits, and strengthen what works. Separate activity from outcomes and use evidence to improve the model.

TRUE PRINCIPLES

Trust.Respect.Understanding.Empowerment.

Trust

Earn confidence through consistent follow-through.

Respect

Honor dignity, culture, choices, and lived experience through culturally responsive listening.

Understanding

Listen before shaping a response, with language and access needs guiding coordination.

Empowerment

Support agency and meaningful opportunity.

CROSS-CUTTING COMMITMENTS

Safeguards belong in every step.

Resident choice & safeguarding

Participation should be informed and voluntary, with clear boundaries and protection of sensitive information.

Institutional accountability

Make partner responsibilities visible and document whether commitments are met.

Financial stewardship

Build restricted-fund tracking, approved budgets, and board fiduciary oversight into the approach.

Independent verification

Seek appropriate independent financial review and separate evaluation of resident outcomes.

INSIGHT TO ACTION

Resident priorities

Lived experience and informed choice.

Coordinated response

Clear handoffs and delivery feedback.

Return & correct

Learning residents can question and shape.

COMMUNITY INTELLIGENCE

Resident insight is essential infrastructure.

Community Intelligence connects resident-defined priorities and lived experience with decisions about health, opportunity, and investment.

Our design calls for compensation for defined participation, resident choice and consent, and clear boundaries for permitted information use. Residents should know how their contributions inform decisions and receive learning back in a form they can question and correct.

TRUESync

TRUESync is in development as a Community Intelligence support layer to organize insights, document commitments, and return learning to residents. It supports human coordination and follow-through, with relationships and resident priorities at the center.

Funding does not buy resident-level data or automatic control of TRUESync. Information use must respect resident choice, consent, and agreed permissions.

RETURN LEARNING TO RESIDENTS

Listen. Act. Return. Learn.

Community Intelligence is a continuing conversation, not a one-time collection of information. The return loop is designed to make follow-through visible and give residents a way to respond.

  1. What we heard

Reflect resident priorities and confirm that they were understood.

  2. What action followed

Explain the decisions, partner handoffs, and commitments informed by those priorities.

  3. What remains unresolved

Name gaps, barriers, and commitments that still need attention.

  4. What changed

Return evidence of delivery and resident benefit, with its limitations.

  5. How residents can respond and correct

Invite residents to challenge interpretations, clarify priorities, and inform the next round of action.

HOW WE KNOW

Measure what matters to residents.

Access & follow-through

Resources reached, barriers addressed, commitments delivered, and pathway completion.

Resident outcomes

Wage growth, benefits access, health navigation, qualifications, and household stability.

Trust & learning

Resident feedback, informed choice, partner responsiveness, corrective action, and independent findings.

We will establish definitions, baselines, consent, and evaluation methods so that measurement reflects meaningful resident benefit.

Every pathway begins with a person
